The Respondent’s bylaw, entitled “A Bylaw to regulate Second Hand Dealers within the City of New Westminster,” requires pawnshops to collect vast amounts of personal infromation from their customers and to pass this information on to the New Westmisnter Police Service daily. These requirements do not form part of, and/or are not integrated within, any valid scheme properly within provincial jurisdiction.
