This report focuses on deaths in actual police custody. When the police take individuals under their charge, they are required to provide them with an adequate level of care.
This report seeks to gain a better understanding of police-involved deaths, and to provide specific recommendations to address how to prevent these incidents from arising, and how to best address investigations into these deaths. Furthermore, it sets out a model of investigation and oversight that ensures a sufficient degree of accountability will
be obtained.
